I have also been having this problem and I have found two (2) solutions. The 1st way is very easy and it does work fine. The 2nd way is a little expensive.
I revently received a new laptop from HP and I was getting the same message: HP Development Corp. is trying to update a driver in windows update. However every time that I "retry", I keep getting the same error message. After many hours on the phone with HP tech support (which they are useless in my opinion); I was told that it was a MicroSoft problem and I would have to conntact MicroSoft. Well I know from past experience that if the operating system was included with the new machine; The manufacturer of the machine is responsible to resolve this. I didn't even try to contact MicroSoft, especially about a update put out there by HP. After many hours of searching on the internet, I have found 2 solutions. The first one is to go to MicroSoft's web site and download a file called "wushowhide.diagcab". I believe that it is called "Windows Update Troubleshooter", or something like that. It worked like a charm and I no longer get this repeated message to "retry". So far, the only downside to this is that everytime you shut down your computer, you have to "restart" the cab file by double clicking on the file icon. I keep mine on the desktop. Another option would be to include it in the "Start-up" tab in task manager.
The 2nd option is a total fix. Windows 10 Pro does still gives us the option to select what updates are to be installed.
I hope that this will help someone!

I saved the wushowhide file to my Downloads folder in case I need to use it again. Used it to hide the failed update. Only had to run it once to hide the update, tried a couple of times to verify that it remained hidden, and it was (only had to run wushowhide once to keep it hidden). It does not interfere with Windows Updates downloading and installing other available updates, Windows Updates automatically downloaded and installed two other updates today, a security update for the Flash player, and a Cumulative Update for Windows. Both downloaded and installed fine automatically , so using the wushowhide to keep a particular update hidden will not block other updates from being downloaded and installed.
