Until you wrote that in a later reply you had not shared that information with me.
You thought that you had, but you had not.

You never said what devices you had plugged into the USB type-c port.
That would have been the best way to start out this thread.
What are you plugging into the port and is there no reaction by the operating system?
Plugging in a USB Type-C flash drive or any other device will result in a sound and if the Device Manager is opened, the appearance of a device that wasn't there before.
If you plug in a USB Type-C flash drive and have the Windows Explorer open, there will be the appearance of a disk in the list and a sound.

Sorry! It’s okay now, I got it!
I’m pluggin in the USB C cable for the iPhone/ipad, but there is no response except for the sound every now and then. The device manager then flickers for a moment, but no device appears. no appearance in windows explorer.
Same when I plug in my wireless mouse or an external hard drive.

If you plugged in a connection to an iPad or iPhone(MacOS) device, it can cause issues with the Windows operating system on your laptop.
Mixing operating systems through USB type-C or thunderbolt is not a good idea.
I bet that it worked before you did that.
You are the second person I have run into on the forum today who has done that.
The other member insisted that it should work, but it does not.

I've been connecting my iPhone for months on this device, so far without any problems. The error first occurred when I wanted to connect my external hard drive about 2 weeks ago. And that also worked without any issue before.
I never had any problems with using my iPhone on a windows notebook, computer or tablet before.
and it’s not only my iPhone which doesn’t connect.

I suggest refreshing all of the chipset drivers
I will edit this shortly and provide links to the drivers.
Here is the HP driver/software driver download web document.
Open the Driver-Chipset section and start with installation of the Intel Management Engine driver and work your way on down the list to the Intel Dynamic Platform and Thermal Framework driver.
Let us know if there is any positive change in connecting using the USB Type-C USB Type-C power and ThunderboltTM ports to other appropriate devices.

If the PC is in warranty, you have free repair options.
There does exist the possibility that there is damage to the port controller on the system board or to the traces.
To resolve that, it would require component level repair or replacement of the system board.
