The laptop was showing the adapter plugged in just before I moved it from one room to another but when I plugged it back in it did not show the adapter being connected although it was visibly there. I checked to make sure the adapter was good and it is.
I also noticed when I plug up the adapter the charging light flashes 9 times and then stops.
From the forums and other information on the web i've tried troubleshooting by removing the battery and the adapter and holding the power button down for a minute, i've also attempted to power on the laptop with just the adapter and the battery removed and it will not turn on at all. The Flashing 9 times seems very specific so I'am assume it's a code of some sort but I'm unable to locate any information on it. "" Please Help ""!

Allow me to welcome you to the HP forums!
What we have that addresses the Charging Light on the laptop flashing is this thread: http://support.hp.com/us-en/document/c01732674
According to that, it indicates that the battery has insufficient charge to start the PC.
If the laptop IS still starting OK, here are some troubleshooting steps you can perform:

Hello
Thank you for responding I have gone over the information you provided and unfortunately it does not address the problem I'm having. The battery has tested good as has the adapter. The problem is the power from the adapter is not reaching the battery to charge it. The adapter will also not power the laptop with the battery removed. I feel like this is a hardware fault more than a software one and although I do work on a lot of different equipment I don't work laptops so I'm not 100% certain what I'm doing or what to look for.
