You don't need to download/install anything!
- Disable the HP Hotkey UWP service.
- Go to device manager > Software Components > HP LAN/WLAN/WWAN/ Switching and Hotkey Service.
Click on 'Update Driver' and click on 'Browse my computer for drivers' > 'Let me pick from a list of available drivers on my computer'...
The latest one that worked for me is: 25-4-2023. (als the one from 2020 works fine).
Directly after selecting this driver the FN+F5/F6 buttons start working again,

Firstly install the HP Hotkey Support. Then go to services. Find the the HP Hotkey related 2 options. Click them , select startup type disable and apply. After doing all this thing you have to restart your computer.

FIX / SOLUTION for EliteBook 840 G5:
For me disabling the following 3 services fixed the issue on the device EliteBook 840 G5.
(or as i like to call it Intelbook 840 G5)
- HP CASL Framework service
- HP Hotkey Service
- HP Hotkey UWP Service
PS. I didn't need to reinstall any driver as @Pejek suggested on my Windows 11.
Just disabling the services and restarting did the trick for me.
@Pejek guide to disabling services:1. Go to "Services"
2. Find "HP Hotkey UWP Service"
3. Right click and choose "Properties"
4. Change startup type to "Disabled"
5. Restart computer

bro now when i did exactly that my laptop restart everytime i turn it off, windows says cant log in and everything goes back to place as it was i cant change anything and all accounts go like i didn't put them **bleep** bro, HP help me

If you mean that you did everything Mazyarx suggested, I recommend you restore your laptop:
1. Type 'restore' in the windows search box at the bottom of your screen.
2. When it shows "Create a restore point" left-click on that, or press enter.
3. In the window that appears, you should see a description saying, "You can undo system changes by reverting your computer to a previous restore point." To the right of that description is a "System Restore..." button; left-click on it.
4. In the System Restore window that appears, left-click 'Next.'
5. You should see one or more restore points in the window. Left-click on the most recent one, and then left-click 'Next.'
6. Follow the prompts to recover your laptop to how it was before you made all bad changes.
7. Now try shutting it down and starting it again.
