@MTs_CZ, quite strange in my opinion that HP did name its hotkey service "HotKeyServiceUW" for your specific environment: quite confusing with the still existing service "HotKeyServiceUWP" provided for Windows 10 installations. I don't believe this confusing label is related to your CZ localization.
Anyway, I was just curious about your requirement to not have ""HP Application Driver" checkbox ticked off in the BIOS: can you shed some light on this? Thanks in advance.

Sorry, "HotKeyServiceUW" is my typing error. HotKeyServiceUWP is correct (I fixed it in my post). Thank you for noticing. When registering the service manually, however, it does not matter what the name of the service is...
About "HP Application Driver" checkbox. I did not find such an option in my bios at all. It's not there.

It's pretty simple. Update or Install HP hotkey support driver, then restart your computer if the hotkey works and the pop up still happens, go to services and disable these 2 these services. Hope it's helpful.

You actually really don't need to do all this extra work. I got frustrated and started clicking it a bunch of times and I went away. This isn't a permanent solution, but it works for the time being. I just try not to press F4 or F5 for now! Hope this helps if you're in need of a quicker fix. 😁 Have a good day! Jesus loves you!

People! Reinstall your drivers periodically. Drivers are software! ALL SOFTWARE NEEDS TO BE REINSTALLED EVERY ONCE IN A WHILE TO REFRESH THEM. DEPENDING ON HOW MUCH YOU USE YOUR COMPUTERS!
Don't roll them back. There isn't an option to roll back keyboard driver! REINSTALL! And, if that doesn't work! You either need to remove your keyboard and clean out the debris that built up over time, or get someone that knows how to do it. With ALL computers THERE ARE NO EASY FIXES!

The answer provided by Pejek worked perfectly for me.... Hopefully is a permanent solution. I have "solved" this issue for the third time now. So:
1. Go to services
2. HP hotkey UWP
3. Disable, Stop, Apply an Confirm.
4. Restart
5. Install HP driver: https://ftp.hp.com/pub/softpaq/sp91501-92000/sp91903.exe
6. Restart
7. Should come back on without the issue no more when you go (fn + f5/f6)
