The quad cores have overall better performance due to having twice the cores.

Seems like the Intel® Core™ i7-620M  has a Intel graphics built in and I don't see it on the 720 but the 720 has of Cores 4  of Threads 8   and the 620 has   Cores 2 of Threads 4     see below 

So does that mean the 720 is better as it has more cores and threads   but the 62o has a built in Processor Graphics Intel® HD Graphics  where the 720 does not   meaning a extra  video ?

Yes, I believe that if you install a quad core processor, only the AMD graphics will work because those processors don't support the onboard Intel graphics in notebook or desktop PC's.

So, if you want the dual switchable graphics, you have to stick with an i7 dual core.

Yes, I would say so.

It also uses more wattage (45W vs 35W) which means it may produce more heat.

Long shot will a  Intel Core i7-3630QM  CPU work in this laptop?

It's not even a long shot.  It is impossible.

Only the dv7-7xxx Intel notebook model series supported the Intel 3rd gen core processors.
