HP Pavilion dv7-4287cl specs

I also see that the ASUS N61JQ has a i7 620M that has a built in Inter Video Graphic card 

will a i7-620m work in this system and also give it a extra intel video for the 4287cl?

if it won't take that is there a i5 that would do the samething?

Yes, the i7-620M or i7-640M processors should work.

The onboard Intel graphics would not be any faster than the i5-480M.

The i7-620 or 640M processors would run the onboard Intel graphics at exactly the same frequency as the i5-5-480M would, so there would be no improvement on the graphics performance.

You would get better CPU performance from the i7's.

So it would not like having the asus that shows this into the bios on  my ASUS that shows below  the HP would not be the same?

The HP would not look like that.

The Intel HD 4000 graphics works with the Intel 3rd gen core processors and the Intel HD 2500 and HD 3000 graphics works with the Intel 2nd gen core processors.

The dv7-4287 only has an Intel 1st Gen core processor.

So the Intel Core i7-620M will be better than the i5-480M and work in this laptop

also will a  palmrest from a    HP dv7-4273us  fit the 4283cl as I think the touchpad is going out I will try and see if it can be cleaned but as a backup incase it can not be will it fit?

Yes and yes.

The parts list for both PC's show the palm rest part numbers to be the same.

Yes, you should be able to install any of the following two Intel 1st Gen Quad core processors:

Intel Core i7-820QM, Intel Core i7-720QM.
