Could you please help me with this problem.
I purchased a HP laptop in 2018 from Curry's in the UK. About 2 years later (late 2020) I notice my laptop can`t keep cool and exceeds high temperatures for a very long time (80+degrees), even though what I`m using it for requires very little CPU power and not to mention the laptop noise is far from practical in silent environments. I mainly have 1-5 chrome tabs open and a single spread sheet. Just last week, I decide to open it (because the warranty is finished) and see what's potentially going wrong i.e. is there a lot of dust buildup, and that`s where the problem lies. I can very clearly see second slot next to the current fan space for a 2nd fan which has its open power pin/unit, which is odd to me at the time. I then DM HP on twitter and explain the problem + mention that when I put the laptop to sleep or shut it down the single fan because its spinning so fast to close (sleep/shutdown) it makes a big `farting` noise, and after exchanging a few messages the advisor sends me the service manual for the laptop and directs to page 56. And on this page 56, it clearly states and shows through a picture that if the laptop has a "discrete graphics memory" (which mine does) there should be two fans and goes onto describe how to remove the fans etc.
My spec is AMD Ryzen 5 2500u, Radeon Vega Mobile 8 Graphics, Gfx 2.00GHz.
So my laptop should have had two fans installed to keep the laptop temperature and noise level low, which is not the case. Soo essentially from day one, when I purchased the laptop it was faulty but I wasn`t going to know until after the warranty had expired and opened the laptop to see what was wrong. What can I do about this?

Radeon Vega graphics are not discrete; that is integrated video and the system is only designed to have the one fan. So its not defective as you envision but there is something going on which needs to be addressed.
