Hi, I've got a HP Pavilion x360 14-dh0031na with an Intel i7-8565u and a NVIDIA GeForce MX250. On certain tasks such as playing not very demanding games my CPU clock speed drops dramatically, to the 0.6-0.8 GHz range thus rendering the game unplayable. My CPU and GPU temp are just fine rarely crossing 70 degrees C. When I close the game the CPU speed returns to values well above 2 GHz. On applications like Cinebench all of the cores are at a 100% and the clock speed is just shy of 2.5 GHz. I mostly play Valorant and have more than 60fps until the clock speed drops after some time, then it's stuttering and mostly below 35fps with frequent dips. Yes, windows is using the high performance power profile and I am plugged into the AC. Also I installed Intel XTU and when I undervolt the CPU the problem goes away for some time, the same is when I increase the turbo boost power max but it quickly caps it to 15W which is the default setting.

I will need a few details to provide an accurate solution;
When was the last time it worked without these issues (date)?
Which games are causing these issues and are they online games or installed on your PC?
Have you attempted any steps on your own before posting on HP Forums?
What is the product number of your computer? (Ensure you don't share any personal information such as serial, phone number, email ID, etc..).
In the meantime, you may try the below steps, as even if the game is compatible with your system hardware it may have a slow performance because you are using the windows 8, 8.1 or 10 as the OS uses most of the CPU & graphics card usage, you might want to reduce the visual effects for windows to save the amount of CPU & Graphics card usage required to run your game properly.
Here's how you do it:

Go to Start Menu > click on Settings.

Type performance > choose Adjust the appearance and performance of Windows.

In the new window, go to the Visual Effects and select Adjust for best performance.

click Apply and ok...this should do the trick.

I cant' provide you a date when it worked because I've only had the laptop since december and I don't remember it ever working. It happens in all games that I tried, Valorant, CS:GO, Minecraft, Lol, Fortnite, and it happens both on multiplayer and local single player. I've tried reinstalling the graphics drivers, reinstalling windows, disabling the integrated graphics card (this one was very strange because my monitor isn't connected to the dedicated card directly so it showed a dimmed picture without windows transparency effects nor night light). The in-game stuttering can often be connected with spikes in integrated graphics card usage in task manager. And the cpu clock only drops when both the cpu and gpu are working but not instantly, I always have a small (maybe a few minute) window when both of them are working nicely. In XTU it almost always shows me that Power Limit Throttling is on even though my cpu is working well below 15W TDP.
You can see this in the picture, sometimes it also shows Current Limit Throttling, but it is for short periods of time.
