I have a 24 month old HP Spectre x360 13 Convertible which is no longer charging on any port. When the first port failed (around a month ago), the repair shop said it was a capacitor on the motherboard that was preventing that port from charging. They advised using the other port to charge, which worked for weeks, but now it isn't charging either. They told us the entire motherboard has to be replaced at a charge of $650.
My first question: As this is obviously a serious design flaw -because this support group is littered with similar compaints-is HP standing by their product and providing out-of-warranty repair? This will have a huge bearing on whether or not I ever buy another HP. No product should fail so often within two years of purchase. If there is an HP manager that reads this page, please contact me.
My second question: I have read that you don't necessarily have to replace the motherboard but rather only the capacitors. If you do this, the repair is only $150 or so. I live in Berkeley, California. Can anyone recommend a nearby repair shop that does this?
Thank you, all.

Welcome to the HP support community.
I have brought your issue to the attention of an appropriate team within HP. They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact. Additionally, keep in mind not to publicly post personal information (serial numbers and case details).
If you are unfamiliar with how the Community's private message capability works, you can learn about that here.
Thank you for visiting the HP Support Community.
Cheers.
