@Chrissie1960 -- do you get the same result, if you connect your web-camera to some other computer, and run the CAMERA app? If so, then it's time to responsible recycle it, and a local "end-of-life" electronic-devices recycling centre, and purchase a replacement.
If you could find an electronics technician to trouble-shoot, her fee would be about the same as the purchase-price of the replacement.

@Chrissie1960 -- since you cannot remove it, use the Windows "Device Manager" to disable it. Then, purchase an external web-camera, and use it. This method is much easier than paying a technician to disassemble the computer, replace the factory camera, reassemble, and test.

I have the same problem with my laptop. At first, I was able to restart it by rebooting the computer. That no longer works. Then we installed updates, and it worked temporarily. Now, nothing. The computer is not even a year old, so I should think the camera would still be functional. It's frustrating, isn't it?

I agree that it should last more than a few months. If your computer really is less than one year old, contact HP, and exercise the HP Warranty, which is valid for one year, to get the computer repaired/replaced, at no cost to you.
