The HP Recovery media creator showed it as being a successful recovery drive operation?
If it did, then it should not appear to be empty unless you have not gone into Control Panel-->File Explorer Options options and in the view tab, put a checkmark in "show protected operating system files" or untick "Hide protected system files". See the following image. You should do this and check the usb recovery flashdrive again in windows explorer.

The following image shows what it should look like inside the usb flashdrive if media creation was successful.
The usb flashdrive was created for the Spectre 13 that is my product loan this year. I know it works because I have done a few Factory image recoveries with it just for practice. 😉

OK. It is good to hear that.
That means it should work and allow you to install your Windows version to the prepped M.2 SSD. I suggest disconnecting the 1 TB hard drive when you do that.
