First i bought 15-ce026nm, I took notebook to service center and insist on keyboard replacement. After keyboard replacement problem remains the same. I returned notebook to my local store and bought a new model 15-dc0017nm and guess what, still the same problem. I tested WASD on new model and seems to work ok, but arrow keys have the same problem.
I dont know what to do now, i dont want to return again, hp advertising 26 key rolover and antighosting, but it seems it's so bad.

I suggest the problem is with the game software, not the notebooks.
Having the same issue on different hardware logically means the game software is the problem.
If you are playing the game online, then latency or ""the delay in the network connection could be the problem.
Try a different game.
I suspect you won't see the issue.

go into the control panel and click on the keyboard section. Test the keyboard delay.
You can also test the keyboard by use of the HP PC hardware diagnostic uefi utility. The HP PC hardware diagnostic uefi utility can be accessed at startup by tapping the F2 key immediately after pressing the power button. Use the component test section -->keyboard test.

I saw a new bios updates and there is some fix for keyboard input bug, but still not fixed my problem, some guy contacted me over PM and said he has the same problem. HP please fix this because keyboard for gaming is usless with this bug.
Problem is more persistent when using shift key

It sounds like an issue with the racing game.

Problem is almost in every game, racing or moving in FPS shooter, i just cant beleve it that i have the same problem on two different Omen models, 2017 and 2018 models. I installed all drivers and last bios but still not helped. I even tried with clean windows install and still the same

Well, in that case, it would be an OS issue.
Try a version of Linux live on a USB flash drive.
You can boot to it and verify that your notebook's hardware is operating normally.
That will narrow it down to OS or hardware. It is not likely to be a hardware issue.
