My laptop is a HP Pavilion Intel Core i5-4288U CPU @ 2.60GHz. Is it possible to upgrade the Hard Drive?

There are SSD choices from various manufacturers that can add speed without too much expense. You can even do the task yourself, if you are up to it. They make an SSD drive that connects just like the regular hard drive and fits in the same space, too. Depending on manufacturer chosen, many even have software to ease the pain of cloning the old drive to the new SSD.
Here is the manual for the line of PC:

The manual for that model indicates it has a standard SATA laptop hard drive and the spec page indicates two 750GB drives. What does "upgrade the Hard Drive" mean to you? Does that mean larger, faster or change to SSD? The answer is yes you can.
It is best to make a full backup or better still an image. Then you can just transfer or install the image on the new drive. This can also support "cloning" the old drive to the new drive, since it is assumed to be still working.

Just a quick update. I did as suggested and replaced the Hard Drive with an old Crucial SSD that I had spare, loaded windows 10 etc. and the Laptop has a completely new lease of life. It's really quite fast now so thanks again for all the tips and advice, especially "TheOldMan", his help and the manual link was invaluable.

Love your Avatar name,
I want to install a 500GB-1TB nVME ssd in my laptop but i can't seem to get a specific answer as to if this is possible? Based on specs, my laptop does show it accepts SSD. My concern is that the service guide shows a 256 GB number but I cant discern if that is a max size or what? I hope not.
Any guidance and finality to this subject would be great before i waste money on something that wont work.

You should start a new thread and in that thread post the model number of the PC. That way the proper answer can be given.
