Did a quick test. Came back with failure ID GLLEXK-99MA2F-XD7W3F-60U003. The notebook is out of warranty. I suspect this means I need to buy a new hard drive. I'd appreciate if someone could suggest which I should purchase.

Below is the failure report generated by the code you posted, minus your notebook's serial number.
GLLEXK-99MA2F-XD7W3F-60U003 | OK | XXXXXXXXXX | 3/19/20 | 303 | Storage | Floppy Drive, Hard Drive, Memory Drive, Optical Drive, SCSI, Tape Drive | Hard Disk 1 Quick Test Failure |
You will need to install a new hard drive and reinstall the operating system.
Below is the link to the service manual, where you can find the hard drive removal and replacement procedure.
Maintenance and Service Guide HP 15 Laptop PC
You may want to take this opportunity to install a better performing, normally more reliable 2.5" solid state drive.
If you can go from 1 TB to 500 GB, SSD's are pretty affordable.
This one would provide the best performance for the money, in my opinion.
You may also want to upgrade the memory from 4 GB to 8 GB, by removing the existing 4 GB chip and installing an 8 GB chip in its place.
I don't know if the HP cloud recovery tool will work on a smaller hard drive than the one that came with your PC, but you could try it. Here is an info link.

If not, you can clean install W10 by making bootable installation media using the media creation tool at the link below.
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

According to the HP specs for your model, it has a 1TB laptop SATA drive -- so any similar drive will work OK. Any of the major brands like Seagate or Western Digital can supply this type of drive.
