Hey, I bought this laptop a few months ago, and I'd love to add a second hard drive, but there's no hardware or cable to mount it. How can I go about ordering those?

Page 29 of HP ENVY 17 Notebook  - Maintenance and Service Guide have the hard drive hardware kit part number.

You can find that on eBay or Amazon
