I have an older hp laptop, product ID is 4AL72UA#ABA. Fails to boot to Windows. Ran a hardware diagnostic check memory was a pass, hard drive was a fail with the error code Q4SAKS-9JE9T2-XD7XHG-618M03. Is there a forum to look up error codes?

It could be a problem with either the 2.5" mechanical hard drive or the 16 GB Intel Optane M.2 memory device and I don't believe that the code will go into that kind of detail.
Since your notebook supports a NVMe SSD, you may want to consider removing the 2.5" drive and M.2 Optane memory and installing a much better performing NVMe SSD instead.
