I have an HP Envy that is about 3 years old.  The screen hinge has failed causing the touch screen to crack/fail.  The repair department will fix it for $400 but it makes no sense to spend this amount of money on a $650 PC.  A 3 year old PC should not have a hardware failure (note; it has been well handled and is not damaged).   Where can I lodge a complaint?
