You don't say what generation the i5 is. And the processor alone can't run the game. The heavy lifting for gaming is done in the video card. Memory is not even that important. 8 gigs will be plenty. And yes, of course the game can be run on a desktop with adequate power. Most gamers game on desktops. Laptops that can handle heavy gaming are relatively rare and expensive. You can build a gaming rig desktop for somewhat less than a laptop with the same specs would cost.

Hey Huffer if I buy a cheap CPU and replace it's processor with AMD Ryzen 5 2400G Processor with Radeon RX Vega 11 Graphics Processor will it work? And I have read that Vega 11 is enough for running it on low to medium graphics

Huffer I think you read and judge things very fast. How can one buy CPU in the case of laptop. Of course I am talking about replacing the processor in a  CPU of a desktop. Now please read it slowly and carefully.

AND for your kind information I am buying a desktop so that's why I'm asking these questions. I want to know that if buy cheap CPU for desktop and replace it's processor with AMD ryzen 5 with Vega 11 graphics will it be enough for metro exodus. As long as I know Vega 11 is the most powerful APU

Here's the problem. You can't just pick up any old cheap CPU (desktop tower) and stick a Ryzen processor in it. Has to have a motherboard with the right socket and for a Ryzen that is going to be something fairly new so will not be really cheap. AM4 socket. While Ryzen APUs have some of the best integrated video even a Vega 11 is not going to be equivalent to an Nvidia GTX 1050 actual dedicated video card:

If there were a way to build cheap gaming computers people would be doing it and there just is not. Gaming at even a mid to high level takes powerful hardware and that costs money. Your cheapest way to do this is going to be buying components including a low end AMD motherboard. You do not even need a Ryzen. Get something like an AM3+ board with an FX processor. In other words go low on the board and processor and sink your money into the video card.
