Product: HP Spectre x360 - 15-ap012dx (ENERGY STAR)
Operating System: Microsoft Windows 10 (64-bit)
One person told me that it is impossible because the 16GB RAM is soldered under the motherboard!
But can't HP at least do it for me?

Hi:
That would not be possible either. The memory is an integral part of the motherboard.
The only way to upgrade the memory would be to replace the motherboard.
The max memory the PC can take is 16 GB and there are no motherboards offered in that model series that support 32 GB of memory.
See chapter 3 of the service manual for the list of supported motherboards.
