So just the other evening I very carefully pried off both the UP and DOWN directional keys off my laptops keyboard to brush some accumulated hair underneath them but now the keys won't snap back into place. In order to fix this, do I need to remove the key snaps that's still on the keys onto the keyboard before locking the keys back into place?

You should never have removed them. Every keyboard is a little different, but basically you have to rebuild the little support structure under the keys. I have spent hours trying this in some cases. Look at this:
