I am currently using HP Pavilion x360 - 13-u131tu (Product Code: Z4Q49PA#ACJ).
Its Intel i3, 2.4 Ghz and 4 GB RAM and running on WIndows 10 Home edition (64 Bit).
Laptop is slow becausue of i3 and takes lot of time to load an application.
Can I upgrade its CPU or increase internal RAM?

1. CPU: No, you have to buy the whole new System board which has
(a) Motherboard,
(b) New CPU / Processor and Integrated video (if available)
(c) New Windows license (you can't reuse old license)
Because all above 3 components are on one piece of hardware called system board.
2. RAM: Yes, it has 4 GB DDR4-2133 SDRAM (1 x 4 GB) now, you can upgrade to
(a) 8GB: add 4GB more to slot 2 using same existing RAM or compatible RAM
