HP Recommended

You are on the right pathway...TPM.MSC...opens the management console.
From here click the ACTION menu and there should be an option to INITIALIZE THE TPM 
This is usually the top option if you have not initialized the TPM then you can not turn it on/off
This will open a GUI and have instructions for you but once you click initialize now and restart 
This will start the process and just follow the steps and the GUI wizard will run after reboot
Will post screenshots if I get around to it, but once INITIALIZED and TPM password set 
Then you can turn it on/off at will
