The only way to upgrade the processor would be to replace the motherboard with one that is listed in chapter 3 of the service manual that comes with one of the Ryzen 3xxx series processors.
You would also need a different heat sink listed in chapter 3.
It would probably cost less to buy a fully supported W11 notebook than to upgrade yours.

You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
I installed W11 using the above procedure on a HP 255 G7 notebook which is the HP business notebook equivalent to the 15-db0xxx model series and mine only has the AMD A4 processor.
W11 works fine on it.
