Recently my fan started running continuously at high speed and does not turn off. I think it happened after a recent Windows update within the last 7-14 days. When I go to task manager the CPU is going up and down with the WMI Provider Host cycling up to 50% and then down continuously. I only have my web browser open.

Try creating a new user account and check -
1. Tap the Windows icon.
2. Select Settings.
3. Tap Accounts.
4. Select Family & other users.
5. Tap "Add someone else to this PC."
6. Select "I don't have this person's sign-in information."
7. Select "Add a user without a Microsoft account."
8. Enter a username, type the account's password twice, enter a clue and select Next.
9. Tap the Windows icon.
10. Select the User icon at the upper left corner of the Start menu.
11. Select the new user. You'll then sign into your account with your password from step 8.
If the issue still persists, re-install the operating system. Back-up the data and try these steps - Using the HP Cloud Recovery Tool

Please try these steps -
Step#1 SFC scan -
System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.
Follow the below steps to perform an SFC scan.
1. Press Windows key + X key.
2. Select command prompt (admin).
3. Type the below command: Sfc /scannow
Step#2 System Maintenance Troubleshooter -
Try running System Maintenance Troubleshooter to get the problem automatically detected and fixed. Please follow the steps given below.
1. Go to control panel.
2. Select system and maintenance.
3. There select troubleshooting.
4. In troubleshooting, go to system and security and select run maintenance task.
5. Select system maintenance and follow the on screen instructions.

sfc/ scan will should fix the corrupted files.

Yes I am still having problems. I ran the sfc /scannow again and it says the following:
"Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.lof windir\logs\cbs\cbs.log. For example C:\Windows|Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios."

This might now be a software issue at all. You might have a burnt resistor on your motherboard. I suggest you take it to a shop and have them run a few amps through the card and drop a few drops of petrol or whatever they use and see if any of the resistors will vaporize the liquid instantly. I'm currently dealing with the same problem on my Lenovo laptop. It's really hard finding a 0.02-ohm resistor though...

Another thing that would be an easy fix is to buy or get yourself a program called Driver Booster (Don't download anything else they offer to download along with that program) and run it. I ran it and it showed me I had over 30 drivers that needed to be updated that windows never notified me of. After I ran that, my fan noise dropped drastically... Until that resistor burned up...
