Hello everyone, although I will give the full context below long story short I am unable to charge/pass data through the first USB-C port on my HP spectre x360 13" despite my second port right next to it working perfectly well.
Context: Yesterday night I was trying to revive my EGPU set up because I suspected that it wasn't my GPU that was dead but instead it was something in software. So last night I reinstalled the AMD drivers, I updated my BIOS, and I updated my Intel graphics drivers. Although I think that I may have messed something up when reinstalling the thunderbolt 3 drivers on my laptop because although I could charge my laptop through the first USB-C port, whenever I plugged in my EGPU I would get a notification that "the thunderbolt 3 device may be limited" because well I guess it doesn't recognize that it is a thunderbolt port. This morning I woke up and wen't to turn on my laptop to submit my essay for a college class only to find that my laptop hadn't charged at all, and infact it wouldn't even recieve a charge. I can now only charge and pass data through the second USB-C port, which is frankly very limiting because well... I need that for my EGPU, if theres a driver I need to install to get functionality in both the ports like it used to be, it would be great if you could link that below.

Unfortunately, what you are describing is a failure on the port. Both USB Type-C ports are supposed to function identically.
From the manual:
USB 3.1 Gen 2 with Thunderbolt™ Gen 3 technology
All ports support data transfer, power delivery, and DisplayPort 1.2 out up to 3840 × 2160 at 60 Hz
The only way to resolve that is likely to be the replacement of the system board.
