May I connect a Dell Inspiron 15 laptop or any other PC with HP Thunderbolt G4 dock ?

A Dell Inspiron 15 laptop may be compatible with the Hp Thunderbolt G4  dock, but probably not. It does not have a Thunderbolt port

You could consider the HP USB A/C Universal Dock G2. This one should work. It is also compatible with MacOS and Linux laptops
