I upgraded the CPU to a AMD Athlon II Dual Core N370 but wont boot up. The fan starts and all I get is the caps lock flashes white every second

Did you buy the right part # which is 634686-001 from HP ? What is the BIOS version of your machine now ?

From what I can gather yes I bought the correct part number. the current bios version is the following.
Hewlett-Packard F.16, 2/15/2011
Also when I press the power button I hear the fan come on & run and the CAPS LOCK button blinks a white light once every second. Also the wifi [f12] button is a solid orange/red color. And I believe the power button light is a solid white
