Hello @jjbro9,
The Intel® Core™ i7-8750H Processor supports Intel® Turbo Boost 2.0. Intel Turbo Boost Technology "dynamically increases the processor's frequency as needed by taking advantage of thermal and power headroom to give you a burst of speed when you need it, and increased energy efficiency when you don’t."
This is something you cannot configure and is automatically handled by the hardware itself, therefore you won't find any option anywhere. According to Intel, Turbo Boost is enabled by default and it may be enabled or disabled in the BIOS (F10) although I don't believe you can do that on HP devices.
You can find more information about it here.
Hope that helps,
Eddy
