I'm having low storage issues and can't seem to get my storage low enough to update windows 11 so I guess I need to buy an external hard drive? I need something on the cheaper end.

All you really should need is a high capacity USB flash drive.
I suggest getting a USB Type-C flash drive to take advantage of the high transfer speed.
Just how full and which type is your laptop's default boot storage device?
You can get a 256GB Samsung Type-C flash drive for around $20.00 on Amazon.com.

Thank you so much! I was so lost! I'm kind of a dummy when it comes to this what do you mean default boot storage? C is that what you mean? It's pretty full because I was doing the Windows Preview downloads well I opted out and now instead of erasing everything I wanna just gradually update back to regular Windows 11 it's 4.3 GB free right now of 57.23 and I've deleted everything I possibly can. I also go to college online so theres some stuff I just can't.

Just a heads up for you.
Never let the used capacity of a storage device exceed 90%.
If you do, you may experience a hard drive crash and lose all of your data, including the operating system.
What is the specific HP product number or SKU of your laptop?
HP has produced and brought to market more than a thousand different models of notebooks and desktop PCs over the years.
It is difficult to help you if we don't know the hardware configuration of the laptop that you own.
Method #1: If the notebook will boot into Windows, you can retrieve your Product Number by pressing Fn + Esc key.
Method #2: Press the power button and immediately tap the F10 key to invoke the BIOS. In the Main section, you will find the Product number or Product ID. Post that in your next reply in your thread.
Method #3: Press the power button and immediately tap the F2 key.
Method #4: If powering on is not an option, take a look at the bottom of the laptop for the label with the product name and product number. For a desktop look at the rear for the label.
If your laptop has HP Hardware Diagnostics UEFI version 10.3.0.0, there is a System Information section that also has the Product ID.
We need that information, along with the installed Operating System information to help you.

It is simple to just ask Google how to use it in a Windows environment.
Just plug it into a USB Type-C port. Your Windows OS will ask you what you want to do with it
Open Windows Explorer. You should see the new storage device there. It can be used for storage.
You can also right click it and give it a name.
