Operating System: Microsoft Windows 11

I use a HP EliteBook x360 1040 G5, my navigational keys just started acting up on some applications.

On this page, I can't use my up and down arrows to move up and down. When I try to use the arrows, it moves like the tab button(component by component on the page).  Pg Up & Pg Dn works fine, I am used to moving within a page/application using the arrows. Please help, safe my experience.
