I have been experiencing exactly this same issue on multiple HP EliteDesk/EliteBook models for several months. It was incredibly frustrating because this process had been working without any issues on previous HP EliteDesk/EliteBook models. However, beginning with G4 models, the "BIOS Setup (F10)" update method fails every time with the same error in the screenshot that you posted, despite the correct BIOS .BIN file being in the correct folder path on the external USB drive.
I finally found a solution that worked in my case.
Instead of manually placing the .BIN file in the respective folders ( \HP\BIOS\New and/or \EFI\HP\BIOS\New ), I extracted the BIOS SPxxxx.exe file in Windows and ran the HPFirmwareUpdRec64.exe file, but instead of choosing the "Update" option to update the BIOS from within Windows, use the "Create Recovery USB flash drive" option with the USB drive connected and the utility will create the necessary folder structure and copy the necessary files to the appropriate locations on the USB drive. After doing this, I booted back into the "BIOS Setup (F10)" menu and the update process worked successfully.
Not sure which file(s) or folder(s) the "Create Recovery USB flash drive" option created that were different which allowed the update process to work successfully from the BIOS, compared to doing it manually, but this method ultimately resolved the issue.
Additionally, if you open and read the "Bios Flash.htm" file that is packaged with the BIOS SPxxxx.exe file, there is a specific section that describes this method and refers to using the "Create Recovery USB flash drive" feature to automatically create the necessary BIOS update on a USB drive:
Startup Menu / F10 Setup BIOS Flashing
The HP Business Desktop systems provide a BIOS upgrade option through both the Startup Menu and the F10 Setup application using the "Update System BIOS" feature. Reboot the PC and press the Escape key to display the Startup Menu. Select the menu option directly for an immediate update from media (see below). Alternatively, select "BIOS Setup (F10)" or reboot and press F10 to access the BIOS Setup utility. In the Update System BIOS menu, select "Update BIOS Using Local Media".
Either method requires that the BIOS binary file is present on USB media in a specific folder - either "Hewlett-Packard\BIOS\new" or "EFI\HP\BIOS\new". The HPFIRMWAREUPDREC utility has a feature that will create a recovery USB drive. If you copy the file placed in the "\current" folder to the "\new" folder then the recovery drive may be used to update the BIOS. If no BIOS file is found on USB media, the system will look for a BIOS file on the hard drive. If a BIOS administrator password has been set, the password will be required before being able to access the "Update System BIOS" menu or BIOS Setup. The BIOS update will not be complete until the PC is restarted."
I hope this helps others struggling with the same frustrating issue.
