Is HP 14q Core i3 7th Gen 14q-cs0009TU Laptop compatible with Intel Optane memory ? please advise.

Nope. Go for SSD Drive like AData Ultimate SU650 M.2 2280 SATA 6/Gb/s SSD (120 GB) which is having a three year limited warranty.
I have installed only Windows 10 Pro Operating system in the SSD and the laptop is performing like buttery smooth without any lag in performance.
You can go for it....
