Right click on your {This PC} icon and select "Properties". The "Device Manager" is at the upper left corner.
It is under "Device Manager" go to "System Device" and disable "Intel Integrated Sensor Solution".

I don't have the "intel integraded sensor solution" option under my system devices. I did as you said and cannot locate.
The only thing that seems to work is to keep disabling the "HID-compliant touch screen" option under Human Interfaces which is also located in the devices manager.
Any other ideas?

My IT guy was able to narrow it down to one file. When Windows does an update the HP Envey computer stops working. He said other clients with HP Enveys have this same problem. Neither Miicrosoft nor HP would take responsibility to investigate why and how to fix it. HP had a customer service person "help" me not a technical person. I am happy with my Lenovo. No more HPs.

Thank you very much Bitterblood with this hint. I was also updating the software on the machine a dozen times with no luck. But I disabled the Intel integrated sensor solution and this fixed the problem for me! This laptop was my daughters and really confused me why this wasn't working once she did a Windows Update. Once I saw this discussion thread I see that many others have the same problem. Let's see if this fixes it permanently or if I see the same problem again.
