(1) My options are exhausted...

Recommendation and solution

HP warranty valid -> Contact HP Support for service repair. HP technican shoud fix it / analysis / HP driver update ...

 

(2) There is a big problem:

The offical HP (graphics) drivers are outdated and HP prevents you from installing the latest drivers from the graphics card manufacturer (AMD or NVIDIA). 

 

(3) There is combined OS/driver/graphics card problem that can only be fixed by HP. If you can't be helped, you should change brands and go to a computer store for detailed advice.

Hope its the last update but the high temps could have been caused by the fact that one of the fans where not spinning which may have caused it to overheat and thermal throttle which could explain the low power usage as it was overheating. the weird frame drops still exist but they are much rarer. also do you have any idea why the fan would for no reason give up.

Dust and dirt can block the fan, overheating in combination with a technical fault of the fan can lead to a failure.
