You can use the same Decoder Tool I used to get the error meaning. Use the link here. Click on "Computer is Slow". In the next window click on "More solutions". Under that click on "Use HP Hardware Diagnostics". Browse down to Step 5 and you will find the "Failure id decoder" to input your error. Now do you see why I simply did it? 😒

Normally a sluggish running machine also indicates a failing hdd. Since you are getting inconclusive test results- reinstall Windows and see how long the hdd lasts.

Hi,
Try performing some tests with Crystal disk info and see the SMART results for the drive (standard edition):
http://crystalmark.info/en/download/#CrystalDiskInfo
Now if you take a look at the brand of the drive such as Seagate, Toshiba ,,, you can also find programs from the manufacturer which produced the drive which can run diagnostics.
In the meantime, personally I would replace the drive and back up any important data immediately. You could also opt for an SSD for extra performance.
Hope it helps,
David
