My HP laptop 15-da1071ne fan doesn't get to full speed (but gets faster than idle) even when CPU is at 100% load,which causes the CPU to throttle from 4GHz on all 4 physical cores to 2.2-2.4 GHz (intel core i7-8565U). The only time the fan reaches full speed is during BIOS update. Is there any way to allow the fan to go to full speed during 100% load to let the CPU hit higher frequency?

I understand that you are facing an issue with your computer where the fan speed is not increasing as the temperature increases.
Don't worry, I will be glad to help.
Recommend you to make sure all the drivers are updated using HP Support Assistant. Click here for assistance.
Please run an extensive test on your computer to make sure all the components are working fine. Click here for assistance.
Reset the BIOS to defaults and check.
If the issue persists, as you have mentioned that an earlier BIOS update fixed the issue, you can rollback the BIOS to an older version.
To rollback BIOS, shut down the computer and while holding down Win + B turn the computer ON. Refer to this HP Article for assistance.

-All my drivers are up to date
- The problem was in the previous version of BIOS and the most recent one too, I said during BIOS update the fan speeds up to full speed, thats likely because of the BIOS giving up control over the fan speed, so it boosts to max.
-The fan is working properly, during HP processor test, the frequency begins at about 4 GHz across all cores, then drops soon to 3.2 GHz due to temperature, the fan speeds up like it should, but not to full speed. But during windows defender scan, frequency drop to 2.2-2.4 GHz, with fan faster than idle but slower than full speed.
Is it possible to manually speed the fan to the max?

I understand your concerns.
Unfortunately, there is no option to control the fan speed.
They built a mechanism which is supposed to control the speed afaik, and don't want customers to change the speed as it can lead to overheating issues.
You can do is to go to "power options" -> "change advanced power settings" -> "processor power management" -> "maximum processor state" and lower it to avoid overheating.
