Hello,
When I bought my hp notebook (little less than a year), I found out that I had some cpu temperature spikes ( = 97 C) quite often. The fan was always boosting when the temperature was "hot" and in about 5-10 seconds dropped down to normal temperatures. The abovementioned was happening before I do a mandatory update to BIOS. After that, I had spikes and really high temperatures ( ~ 70 - 98 C ) and the fan just slightly increased its speed. I thought that something happened to the fan till I ran hardware diagnostics in HP Support Assistant (which is running in BIOS environment after restart) , realizing that the fan speed was working perfectly and loud as it used to work prior BIOS update.
In conclusion, the fan seems to work fine but not on windows 10 environment. It seems like new BIOS version, does not allow the fan run in full speed in order to reduce noise levels(?!). I have no other explanation. All my efforts to use a fan-speed control software went in vain as HP doesn't support fan control in their notebook products.
I have to also denote that a couple of days ago, I received a message on startup that "he system has detected that a cooling fan is not operating correctly.", so it's not just my idea..
Any suggestions?

I see you are experiencing Fan issues with the HP Laptop PC.
I have a few recommendations
- Update your Notebook computer to the latest BIOS from HP.COM.
- Make sure the Windows and HP support assistant updates are up to date.
If the issue still persists and gets 90Berror when boot up the system has detected that a cooling fan is not operating correctly then it is a hardware issue with the Fan.
Please reach out to the HP Technical Support team in your region regarding the service/replacement options.

Although my Spectre is 4 years old, unlike yours, I got the same message. I posted a few days ago bc left fan is not working and thought u might benefit from how-to reply I received (fan needing oil). My Subject in case u didn't see it was Safety of Using Four-Year-Old Specter 13-ae0011 cdx with Only One Fan Working. A new HP fan costs at least $45 plus shipping.
