I am looking for the manual/guide for Spen-hp-02 Active Stylus.

Welcome to the HP Community.

 

The only "user guide" is the single slip of paper that came with the pen.

Not much there except the diagram.

Does HP Pen Control app works in Windows 11? The app starts then quits and nothing is displayed. The app doesn't displays any error messages. It just quits.

I should think the application is compatible with Windows 11 - I have not read otherwise.

The USI pen I use on my Probook 435 does not require a driver / app so that reference is useless, too.

 

If you want us to check whether the pen is compatible with your computer,

Provide the Product number / exact model name of your system.
