In trying to reseat the memory modules, the clips that hold the modules are stuck in the down position and I cannot reinsert the modules.  Trying to spread the clips as in removing a module does not seem to work. I dont want to apply too much force to the clips.  How do I get the clips to the up position to reinsert the modules?

There is no down position.

At the remove and replace videos in the following link click on Memory boards(CSR)  in the list at the left side and watch the video.
