Can anyone tell me why my HP 15-r030wm, purchased from Wal-Mart, does not have a cooling fan? Also, what brain trust designed the location of the RAM? They couldn't afford to install an access door like the rest of the world?

Here is the Service Manual which does show a cooling fan:

However, you have what is called a "Bay Trail" Pentium N series processor which is basically a direct descendant of the "Atom" processors used a while back in netbooks. They are weak processors so they do not generate very much heat and are designed to be run with passive cooling. 

 

As far as the absence of a memory door, you are preaching to the choir but also yelling into the wind. All the laptop makers are starting to do this. It saves a few pennies per unit on the front end by not having to fabricate an extra part (the memory door) but saves much more on the backend since end users cannot get in there and mess things up. 

 

It does keep us Forum Volunteers busy answering why there is no memory door.

Thanks for the info, I too have a Bay Trail cpu and have been asking HP about it for months and they keep instiing it has a fan although the fan exhast port is blocked.  But a repair shop says everything is fine so apperently it dpoes not have a fan.

I also think laptop makers are not adding the access panels because on the cheaper units such as this one, for people not familer with taking a laptop appart, they would have to take it to a shop and once you figure all the costs with opening and replacing the HD or memory, it may be cheaper or about the same price to just get a new computer, more money in the pc manufactures pocket. 

I agree with the last person, if I ever meet the person who designed this and my previos laptop I will punch them in the mouth. Tell me what sense does it make to put the power and HD activity lights on the side of the case, so you have to eather turn the laptop sideways to see them, ask someone to your right if they are on, or crinck your neck to see them, or a combination of all 3. Yet it seems HP has been doing this for years, my 6 or 7 year old DV-7 is the same way, I would have thought they would have received so much negitive respose to that, that whey would have changed it.

At least this one does have access to the memory and wireless card, there again, why make those accessable (although the manual says they are not) but not make the HD accessable. Personally I am going to stop buying from manufactures who do this, I generally keep my computers for a long time, and don't want a throw away computer.
