I have an HP probook 450 G1, and when I plug it in either with or without the battery, the light near the charging port blinks continuously, not in any pattern, when I try to power it on, nothing happens, the fan doesn't spin, no lights turn on, the display doesn't turn on. I have tried replacing the CMOS battery, the memory, and after that didn't work, I completely disassembled the laptop and even with a bare motherboard with just the CPU in it I still get the same result. I am highly confident it is a dead motherboard but I thought I'd ask here before throwing it out. The laptop experienced bad power, meaning it was plugged in to a power cord that died because of a power outage.

Any help would be appreciated, just confirming my theory is correct or not

That could definitely have fried a power rail circuit.
