I just bought a new laptop and my CPU Ryzen 5 3550h is only running at a speed of 0.40 GHz while I have plugged in the charger and when I unplug the chord the speed goes back to 1.7 GHz. I don't know what might be happening when I plug in the charger.

@GreatAmrit , welcome to the Community.
I have read that this may be caused by the rapid charge function if your computer has it. I suggest you check to see if your laptop has this feature. If so, you can turn it off to see if that solves the problem.

You are welcome, @GreatAmrit! Thank you for the additional information.
If you do have this feature you would have to turn it off in the BIOS/UEFI. Begin tapping F11 once per second when the computer begins to boot. This will take you to the BIOS Setup Menu. You can choose where to go from there.
