What do I do? It just keeps turning on and off and when it's in the buis page pops up and sais initializing.

First, do a hard reset described here- https://support.hp.com/us-en/document/c01684768  and scroll down to the section called "Reset a laptop with a sealed or non-removable battery" and follow those directions. Hopefully you can boot after that.
