My i7 6500u processor run only at 590 mhz by core is it normal and what can i do to make it run at full speed 2.8 ghz

I found the solution to my problem. I did a wood update and now everything works perfectly

I have a few questions for you.
1) What utility are you using to determine the Core speed?
2) When the utility is running are you using the power adapter or is it only on battery?
On battery and in quiet mode, the laptop will run at minimal frequency in order to save power and minimize the noise of the fan.
3) What is the Operating system that is installed?
4) If the OS is Windows 8, 10 or 11, which Power mode is your laptop running in?
Unless your notebook is in Performance Mode, the processor will not run at its Boost frequency.
The Boost frequency of your processor is 3.10 GHz, not 2.8 GHz
