What happens if you run that 'setup.exe' file? Does it install the device-driver? Correctly?

OK. Enable that "turbo boost", and see if your game-playing goes any better.

That's why I suggested to pick the 'setup.exe' from that folder, instead of any of the other files, such as the 'autorun.inf'.

The setup only installs turbo boost
It doesn't install the Intel latest update for the driver
The date still remain the same

First, please determine if installing it automatically enabled it.
Then, presuming that something was installed, did its installer add anything to the list of installed programs, accessible after you press the Windows "start" key, to add a program to enable/disable it?

when I right click on it..
Click on properties
Under the general tab
The device is working properly
Don't know if it's enabled or not
And there's nothing like that on my start bar

Four times 2.53 GHz is 10.12 GHz, but the game's developers don't use all 4 of your CPUs.
So, four CPUs, averaging-out at 0.99 GHz, seems to be all the CPU-power that the game requires.
By the way, check the POWER settings in the Windows Control Panel, to see if your notebook is set to "maximum performance", not "power-saving" or "battery-saving" mode.
