> what do you think the problem might be ...
1. Your computer (and video-adapter) is just above the "recommended" requirements;
2. the authors of the software are not taking advantage of multi-CPU processors.

Maybe, but not at all likely.
They say that the only things that are 100% certain are death and taxes.
Where did you find those two different product-numbers?
> Another error I've come across is the BIOS. When I restart my PC and press F2, It hangs on a screen showing "initializing diagnosis". Nothing happens.
How many minutes and seconds did you wait before declaring that "nothing happens" ?
Turn your computer off.
Try disconnecting all external devices (printers, scanners, external disk-drive, USB memory-sticks) and then restart your PC and press F2, and wait for a long time.

To what problem:
* FIFA14 runs slowly on your current 2.4 Ghz processor,
* two different product-codes,
* "hang" after pressing F2,
?

> Both problems.
I listed THREE, not TWO. Sigh.
Only a faster processor, together with a high-performance video-card, will make FIFA14 run faster.
Your computer's specifications: https://support.hp.com/us-en/document/c02996675
state: QE118UA#ABA
Since it is a "notebook" computer, it would be difficult to have a faster processor, and then impossible to change the video-card.

Tell us what happens.
