New HP Envy loses charge when unplugged and nothing attached to it. This was bought as a backup, and I rarely use it.
I
After the initial charge, I didn't use for 16 days, and when I turned it on, the battery only showed 78%. It had lost 22% just sitting on my desk unplugged. I charged it back up to 100%
Today, after not using it for 22 days, I turned it on, and the battery showed 70%. A lost of 30% again, just sitting on my desk.
I have owned many laptops and never had one lost battery unused.
Do I have a bad battery or what else could be the problem?

I understand you are facing a power-related issue with your HP ENVY 17.3 Inch Laptop PC 17-Cr0000. Not to worry I will help you to get a resolution to resolve the issue.
Update the BIOS, & Chipset drivers:
- Here's the link to download and install the above updates: Click here
If the issue persists, then Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool and Update Windows.
- Select Start > Settings > Update & Security > Windows Update , and then select Check for updates. If updates are available, install them
If the issue still persists, then please follow the steps mentioned in the below documents:

- HP Notebook PCs - Testing and calibrating the battery (Windows)

It is not a bad battery. What you are seeing is normal. Newer model laptops with internal (hidden) batteries use that main battery to keep system time and handle other things that used to be provided by a separate small battery on the motherboard called a CMOS battery. So it always is providing a trickle of power to the machine even when off. Also, Windows 8 and higher uses a hybrid shutdown so is not really 100% turned off even when you think it is. Its possible to do a full shutdown a couple different ways:

Even then you will lose about 1% per day off full charge. Good luck.

I turned off the Fast Startup, but still have a battery drain around 1 1/2% per day.
As I mentioned, this is a backup computer, which means that I can not count on being able to use it unless I continually top off the battery. This is, and sounds ridiculous.
I sure won't buy an HP laptop again if this is normal.

Being an "old" guy, I have many computers and currently have 5--2 desktops, 2 laptops, and a tablet. I also started out in the 60's programming in Fortran and Cobol.
I have NEVER had a laptop that discharged when it was off and unplugged, until this HP.
This reminds me of a story an Air Force instructor told me. He went out one morning to fly and there was oil dripping from his right engine. He mentioned it to the Crew Chief who said it was normal. The instructor said if it was normal, he wanted oil dripping from the left engine then.
Battery drain when off isn't normal or all other laptops would do it.
