So from a couple of days my battery has been stuck at 13% even though the charger is plugged in and if i plug out the charger the laptop is just shutting off...I have tried all the troubleshooting options including the new bios update as well..Any idea if i need to replace my battery or not??

Here are some steps to confirm the issue and determine if you need a replacement:
1. Check Battery Health
- Use HP’s built-in battery test:
- Restart your laptop and press Esc immediately while it’s booting to access the Startup Menu.
- Press F2 for HP PC Hardware Diagnostics.
- Select Battery to run a diagnostic test and see if any errors are reported.
2. Inspect Battery Settings
- Go to Settings > System > Battery and check for any battery-saving options that might be affecting performance.
- If you see battery usage details, note any apps that may be consuming power unusually.
3. Power Cycle the Laptop
- Shut down your laptop, unplug the charger, and remove the battery (if removable).
- Press and hold the power button for about 15 seconds to discharge any residual power.
- Reconnect the battery and charger, then power on the laptop.
4. Check Battery Connections
- If you can access the battery compartment, ensure that the battery is securely connected to the motherboard. Loose connections can cause issues.
5. Update Drivers
- Make sure your battery and power management drivers are up to date. Go to Device Manager, expand Batteries, and update the drivers for any listed battery devices.
6. Use Windows Power Troubleshooter
- Go to Settings > Update & Security > Troubleshoot > Additional troubleshooters and run the Power troubleshooter.
