I want to install windows 10 or 11 in HpC640 i5 10th Gen ChromeOS. How? And when pressing esc not getting bios to change boot device

Its not a PC in the ordinary sense so not just a matter of booting to a thumb drive and installing Windows. It can be done, but drivers can be an issue just for starters:
